在外国民の保護に軍隊派遣 プーチン氏承認の新外交概念、侵攻正当化
ロシアのプーチン大統領は3月31日、新しいロシアの外交政策の概念を承認する大統領令に署名した。
国外のロシア人やロシア語を保護する立場にあるとした。新概念では、「ロシアは自国や同盟国の防衛」などに加え、
「在外の国民の保護」のために軍を使用できると規定した。自国民の保護を理由に、他国に侵攻することを認めた。
